Baltimore faces a significant youth sports access gap that limits opportunities for many children, especially in underserved neighborhoods. Nearly 40% of youth live in areas without easy access to organized sports programs, often referred to as “sports deserts.” Public and private schools frequently lack the funding and facilities needed to offer consistent after-school sports, leaving thousands of young people without safe, structured environments for physical activity and social growth.
This lack of access contributes to higher rates of childhood obesity, lower academic engagement, and fewer opportunities for leadership development. For youth ages 5 to 17—approximately 78,000 children in Baltimore—the barriers of cost, transportation, and limited program availability create real obstacles to participation. The SAFE Development League exists to bridge this gap by providing affordable, accessible baseball programs that support both athletic and personal development.

We combine accessible programming with intentional coaching to create a supportive environment where Baltimore youth can develop both baseball skills and life skills. We remove common barriers like high costs, transportation challenges, and limited equipment by offering affordable registration, local venues, and provided gear.
Beyond athletics, we encourage emotional intelligence, teamwork, and resilience, helping youth turn challenges into opportunities for growth. This holistic approach equips participants not only to succeed on the field but also to thrive in school and community.

A League of Our Own
The SAFE Development League is designed to provide Baltimore youth with structured, age-appropriate baseball programming that combines skill-building with social-emotional learning and mentorship. Our league creates a safe, inclusive space where young athletes develop not only their athletic abilities but also confidence, leadership, and teamwork skills that extend beyond the field.
The league is divided into two focused divisions to meet the developmental needs of each age group:

Junior League
Designed for middle school students, the Junior Development League focuses on teaching baseball fundamentals, teamwork, and sportsmanship in a positive, supportive environment. The program builds a strong foundation of skills while encouraging confidence and personal growth. Practices and games emphasize fun, learning, and gradual skill progression.
Senior League
The Senior Development League serves high school students seeking advanced skill development, competitive play, and leadership opportunities. This division emphasizes refining techniques, game strategy, and building character both on and off the field. Participants gain experience that prepares them for high school athletics and future challenges.
